The short answer

The Tucson metro is split across six permitting authorities: City of Tucson PDSD, Pima County Development Services, the towns of Oro Valley, Marana and Sahuarita, and the separately incorporated City of South Tucson. A Tucson mailing address does not mean the City of Tucson issues your permit. Catalina Foothills, Tanque Verde, Vail and most of Flowing Wells are unincorporated Pima County.

Which office governs my address?

This is the first question on any project, and it is not rhetorical. Requirements, fee schedules and review times all differ between these offices.

Why this is not pedantry

A contractor who works mainly inside the city limits and quotes a Catalina Foothills project as though PDSD were issuing the permit has given you the wrong schedule and the wrong fee.

It also affects what you are allowed to build. Casitas are permitted by right in the City of Tucson under state law. In unincorporated Pima County the county's own ADU rules govern, and they are not identical.

What actually needs a permit?

Broadly consistent across the region, with the City of Tucson as the reference point. Purely cosmetic work generally does not require a permit as long as plumbing and electrical systems are untouched.

Generally exempt

Generally requires a permit

Realistically, most full kitchen, bathroom and whole-home remodels are permitted, because they touch plumbing or electrical somewhere.

What extra reviews might apply?

Several overlays sit on top of the base permit, and each adds time.

How long does HOA review add?

Commonly four to twelve weeks, and committees do request changes.

It is entirely separate from the building permit, so the two can and should run in parallel rather than end to end. That alone often saves a month.

Submissions clear faster when they are complete and specific: full elevations, physical material samples, colour references from the approved palette, and a clear statement of what changes and what does not. Vague submissions get returned, and each round costs weeks.

What happens if work was done without a permit?

It is common in older Tucson housing, particularly enclosed carports and informal additions from decades ago.

It matters at three moments: when you try to permit new work and the inspector sees the old work, at resale when a buyer's agent or appraiser asks, and at claim time if an insurer looks closely.

Resolving it usually means a retroactive permit and inspection, and sometimes opening finished work so an inspector can see what is behind it. Better identified during a survey than during plan review.

Straight Answers

Questions people actually ask

Do I need a permit to remodel a bathroom in Tucson?

If you are only replacing a vanity, tile or paint without touching plumbing or electrical, generally no. As soon as you add or move a fixture, run new electrical or install a new exhaust fan, yes.

Most full bathroom remodels end up permitted because they touch something. The permit also protects you: the waterproofing and rough-in are inspected before they are covered.

Is Catalina Foothills part of the City of Tucson?

No. Catalina Foothills is unincorporated Pima County, permitted by Pima County Development Services, even though addresses there use Tucson as the mailing city.

The same is true of Tanque Verde, Vail and most of Flowing Wells. Different department, different requirements, different review times.

How long does a permit take in Tucson?

It varies by scope and by office. A straightforward residential remodel permit is typically a few weeks. A casita under ministerial review commonly runs 90 to 120 days. Additions with structural engineering sit in between.

Where an HOA is involved, add four to twelve weeks for architectural review, run in parallel.

What happens if I remodel without a permit?

The immediate risk is a stop-work order and having to expose finished work for inspection. The longer risk is at resale, when unpermitted work has to be disclosed and can reduce or complicate an offer, and at claim time if an insurer takes an interest.

Retroactive permitting is possible but more expensive and more disruptive than permitting up front.

Who pulls the permit, me or the contractor?

A licensed contractor should pull it. If a contractor asks you to pull an owner-builder permit for work they are performing, treat that as a warning sign.

It shifts liability onto you and is sometimes a sign the contractor is not properly licensed for the work. Arizona requires an ROC licence for essentially any construction work over $1,000.
