High standards, hillside lots, long views

Dove Mountain is a luxury market and it behaves like one. Custom and semi-custom homes on hillside lots in the Tortolita foothills, golf communities, the Ritz-Carlton, and architectural standards that are among the most closely enforced anywhere in Southern Arizona.

Those standards are the defining feature of working here. Design guidelines govern stucco colour palettes, roof materials and profiles, window frames, exterior lighting, wall heights, landscape plant lists and how far a structure may project. They exist to preserve the character and the view corridors that make the community what it is, and committees enforce them attentively.

None of that is an obstacle if you plan for it. It is an obstacle if you design first and discover it afterwards. We build submissions that speak the committee's language — full elevations, material samples, colour references from the approved palette, and lighting specified to the code — because a clean first-pass approval is worth two months.

The second defining feature is the terrain. Hillside lots mean engineered foundations, retaining structures, grading limits, difficult material access and steep driveways. Every one of those costs more than the same work on flat ground, and all of them are knowable before design rather than during construction.

Permitting in Dove Mountain

Dove Mountain is within the Town of Marana, so permits come from Marana's building department — not Pima County and not the City of Tucson.

Architectural review here is unusually rigorous, even by master-planned community standards. Design guidelines cover stucco colour, roof material and profile, window and door frame finishes, wall heights, exterior lighting, landscape plant selection and structure projections. Approval is separate from the building permit and can add four to twelve weeks or more.

Hillside and grading standards apply to much of Dove Mountain, restricting cut and fill, slope disturbance, retaining wall heights and requiring revegetation of disturbed areas.

The regional outdoor lighting code is enforced strictly here, and community guidelines often go further — view corridors and dark skies are a substantial part of what residents are paying for.

Local Knowledge

Remodeling in Dove Mountain

Custom homes, no standard details

Unlike tract communities, no two Dove Mountain houses are quite the same. Structural layouts, cabinet runs, mechanical routing and finish levels all have to be surveyed individually before anything is priced. We spend longer at survey here, because a custom house quoted from a walkthrough produces a number that will not hold.

Architectural review, done properly

The committee's guidelines are detailed and enforced. A submission with complete elevations, physical material samples, colour references from the approved palette and a lighting schedule clears far faster than a sketch and a description. Getting this right the first time is the single biggest schedule variable on a Dove Mountain exterior project.

Hillside construction

Engineered foundations, retaining structures, restricted grading, revegetation requirements, difficult material access and steep driveways. Adding an addition, a casita, a pool or significant hardscape on a hillside lot carries real additional cost — knowable at feasibility, expensive to discover later.

Outdoor living with a view

Most Dove Mountain projects are, at heart, about the relationship between the house and the Tortolitas. Shaded outdoor rooms, ramadas, fire features and infinity-edge relationships to the landscape — designed within the community's height, projection and lighting rules rather than against them.

Dove Mountain Questions

Dove Mountain remodeling FAQ

How strict is architectural review in Dove Mountain?

Among the strictest in Southern Arizona. Design guidelines govern stucco colours from an approved palette, roof material and profile, window and door frame finishes, wall heights, exterior lighting, landscape plant selection and how far structures may project.

It is not arbitrary — the guidelines protect the view corridors and dark skies that define the community. The way to work with it is a complete, specific submission: full elevations, physical material samples, approved-palette colour references and a lighting schedule. Vague submissions get returned, and each round costs weeks.

Who issues permits in Dove Mountain?

The Town of Marana. Dove Mountain lies within Marana's town limits, so it is Marana's building department rather than Pima County or the City of Tucson.

The architectural review committee approval is entirely separate from the town's building permit, and both are required. We submit them in parallel so the timelines overlap rather than running end to end.

What does hillside construction add to the cost?

Meaningfully more than people expect. Engineered foundations, retaining structures, restricted grading and cut-and-fill limits, revegetation of disturbed areas, difficult material access and steep driveway logistics all add cost relative to the same work on a flat lot.

For an addition, a casita, a pool or substantial hardscape on a hillside lot, that difference is substantial and it is entirely knowable at feasibility. We assess it before design so the budget is real from the start.

Can I build a casita in Dove Mountain?

Marana's population is below the 75,000 threshold in Arizona's HB 2720, so the town's zoning governs rather than the state ADU mandate — and Dove Mountain's community covenants are the more decisive constraint.

Guest quarters are common in Dove Mountain homes, but a separate rentable dwelling unit is a different matter and community covenants frequently restrict it. Read your CC&Rs before spending on design. We check both at feasibility — see our casita page.

How much does a Dove Mountain remodel cost?

Dove Mountain projects generally run at the upper end of Tucson ranges: kitchens $75,000–$200,000+, primary bathrooms $50,000–$150,000+, and whole-home work $185–$250+ per square foot.

The reasons are structural rather than opportunistic — custom houses with no standard details, higher finish expectations, hillside conditions, and the design and submission work that architectural review requires. We survey thoroughly before quoting. See the cost guide for how this sits against the wider market.

Why is exterior lighting so restricted?

Two reasons operate together here. The regional City of Tucson / Pima County Outdoor Lighting Code protects the dark skies that Southern Arizona's observatories depend on, and Dove Mountain's own community guidelines typically go further to preserve the night sky and the view corridors residents bought into.

In practice it means fully shielded, downward-directed, low-output fixtures. Designed well this is a genuine improvement — layered, glare-free lighting that lets you actually see the Tortolitas at night rather than washing them out.
