Newer houses, tighter rules

Oro Valley is a different remodeling proposition from central Tucson, and in most respects an easier one. The housing stock is predominantly 1990s through 2010s — stucco and tile, consistent construction, sound systems, panels that are usually adequate. You are far less likely to open a wall here and find a surprise.

What you get instead is process. Almost all of Oro Valley is HOA-governed, and architectural review is a genuine, separate approval running on its own timeline alongside the town's building permit. Exterior changes — stucco colour, roof tile, window replacement, a patio cover, a casita, even landscape material — typically need committee approval before work begins.

That approval is not a formality and it is not fast. Four to twelve weeks is normal, and committees do require changes. We submit to the town and the HOA in parallel so the two run concurrently rather than end to end, and we build elevations and material boards that a committee can approve on the first pass rather than the third.

The other Oro Valley constant is the view. Almost every home here has a relationship with the Catalinas or Pusch Ridge, and protecting or improving that relationship is usually the real brief behind a remodel — which means glazing, orientation and outdoor living rather than cabinet doors.

Permitting in Oro Valley

Oro Valley is an incorporated town with its own permitting department — not City of Tucson PDSD and not Pima County. Its requirements, fee schedule and review times are its own.

HOA architectural review is separate from the building permit and is required for most exterior work across the town's communities. It commonly adds four to twelve weeks and can require design changes, so we submit to both authorities in parallel.

Oro Valley enforces the regional outdoor lighting code particularly closely — the town sits beneath dark skies that the observatory community protects, and residential landscape and outdoor-kitchen lighting is subject to shielding and lumen limits. We design lighting to comply from the outset.

Properties on the slopes toward Pusch Ridge may fall under hillside development standards, which affect grading, retaining and revegetation. We check this at feasibility.

The housing stock

Predominantly 1990s–2010s stucco-and-tile homes in master-planned communities — Rancho Vistoso, Sun City Vistoso, Catalina Ridge, Copper Creek, Stone Canyon and their neighbours. Construction is consistent and systems are generally sound, which makes budgets more predictable here than almost anywhere else in the metro. Slabs are frequently post-tension, which matters for any plumbing relocation.

What Oro Valley clients ask for

Kitchen and primary bathroom updates on homes now twenty to thirty years old and showing their build-date finishes. Beyond that: opening the kitchen to the great room, replacing builder-grade glazing on view elevations, and building proper shaded outdoor living space to take advantage of the Catalina views most of these homes were sited for.

Sun City Vistoso and ageing in place

A substantial share of our Oro Valley work is accessibility done invisibly — curbless showers, wider doorways, comfort-height fixtures, blocking behind tile for future grab bars, and improved lighting. Built in properly, none of it reads as an accessibility feature; it just reads as a well-designed modern bathroom.

Working with the committee

We have learned that architectural review goes smoothly when the submission is complete and specific — elevations, material samples, stucco and tile colour references, and a clear description of what changes and what does not. Vague submissions get returned. We prepare them properly the first time, which is usually the difference between four weeks and twelve.

Oro Valley Questions

Oro Valley remodeling FAQ

Do I need HOA approval to remodel in Oro Valley?

For exterior work, almost certainly yes. Most of Oro Valley is HOA-governed and architectural review is required for stucco colour, roof tile, window replacement, patio covers, casitas, hardscape and often landscape material.

It is a separate approval from the town's building permit, running on its own timeline — commonly four to twelve weeks — and committees do request changes. Interior work generally does not require it. We prepare and submit the architectural package alongside the permit application so the two run in parallel.

Who issues building permits in Oro Valley?

The Town of Oro Valley, through its own permitting department. Oro Valley is an incorporated town, so it is not City of Tucson PDSD and not Pima County Development Services.

Its requirements, fees and review timelines differ from both. This is one of several reasons a contractor who works mainly in central Tucson can quote an Oro Valley project inaccurately.

How much does a kitchen remodel cost in Oro Valley?

The same Tucson market ranges apply: $28,000–$55,000 for a refresh keeping existing cabinets, $55,000–$95,000 for new semi-custom cabinetry in the same footprint, and $95,000–$175,000+ for a full remodel with layout changes.

Oro Valley projects do carry two local additions: architectural review adds schedule, and post-tension slabs — common in homes built from the mid-1990s onward — require scanning and engineering before any plumbing relocation. Both are priced in rather than discovered later.

Can I build a casita in Oro Valley?

Arizona's HB 2720 requires municipalities above 75,000 people to permit ADUs by right, and Oro Valley's population sits below that threshold — so the town's own zoning governs rather than the state mandate.

More decisively for most Oro Valley homeowners, HOA covenants frequently restrict accessory dwellings, second kitchens and rental use regardless of what the town allows, and state law binds municipalities rather than private covenants. Read your CC&Rs first. We check both before any design work begins — see our casita and ADU page for the full picture.

Why is outdoor lighting restricted here?

Southern Arizona hosts several major astronomical observatories, including Kitt Peak and the Mount Lemmon SkyCenter, and the City of Tucson / Pima County Outdoor Lighting Code exists to protect their dark skies. Oro Valley enforces it closely.

For a homeowner it means fixtures must be fully shielded and directed downward, with limits on total lumen output. In practice this produces better landscape lighting rather than worse — glare-free, layered, and far more attractive than the floodlighting it replaces. We design to it from the outset.

Do you handle whole-home remodels in Oro Valley?

Yes, and they are common here as the 1990s and early-2000s housing stock reaches the point where build-date finishes, glazing and appliances are all due together.

Oro Valley whole-home projects tend to run at the more predictable end — sound systems, consistent construction, fewer surprises behind the drywall. Budget $125–$185 per square foot for a standard scope. See whole-home remodeling for detail.
